Putin Approves Changes to Livestock Breeding Law
Russia will reestablish the register of achievements in livestock breeding next year. The corresponding legislation was signed by President Vladimir Putin on Monday, July 22.
The law specifically defines terms like ‘breeding products’, ‘farm animals’, ‘breeds’, and ‘cross lines’.
It also authorizes the Ministry of Agriculture to establish a list of species and breeds, including types and cross lines, used in animal breeding. The Ministry will also oversee the submission of data on these breeds into the ‘Federal State Information and Analytical System of Breeding Resources’.
Before September 1, 2023, detailed information was submitted to the State Register of Breeding Achievements. However, with the introduction of Federal Law No. 454-FZ «On Seed Production» on that date, only varieties and hybrids of agricultural plants were included in the register, and information about animals was no longer submitted.
The absence of this data had adverse effects on the general genetic resources of livestock breeding, impeding its development, as noted by the authors of the amendments.
Under the new legislation, the register of achievements in livestock breeding is set to be reinstated on September 1, 2025.
